Problem

OCP cluster deployment fails on PowerVC 2.1.1, 2.1.1.1 and 2.2.0 with the message "Activation: failed for connection 'ovs-if-br-ex'". This is observed only in v4.12 as OVN-Kubernetes is the default network provider plugin.

Symptom

Cause

In OCP version 4.12, OVN-Kubernetes is the default networking plugin. For prior versions, OpenShift SDN was the default networking plugin.
