From the Maximo Support Desk - Cannot Add a Continuous Type Meter to a Job Plan

Maximo administrators and users have observed that it not possible to apply a Continuous type Meter to a Job Plan for Condition Monitoring.  The Meter field on a Job Plan task is for Condition Monitoring functionality, and this only works with Gauge and Characteristic meter types.

This is working as designed. Job Plans will only allow meters that can be used with the Condition Monitoring functionality, so only Gauge and Characteristic type Meters can be used.

Specifically, a Job Plan Task will allow a meter value. The default lookup, viewed on the Meter field's Detail Menu/Select Value, will only present meter types GAUGE and CHARACTERISTIC. Furthermore, if the User selects Go To Meters at the Meter field's Detail Menu, and then tries to select a CONTINUOUS type meter and Return With Value, a System Message will be displayed:
